Analysis of the institutional arrangement for environmental protection in Georgia

Abstract

Research Objective: The objective of this study is to provide a comprehensive analysis of the institutional arrangement for environmental protection in Georgia. It examines the organizational and legal framework, the roles and responsibilities of central and local authorities, inter-agency coordination mechanisms, and the alignment of national environmental governance with European integration standards. Given Georgia’s ecological diversity, growing environmental challenges, and commitment to EU directives, understanding the effectiveness of institutional arrangements is crucial for sustainable development and policy-making.

Methodological Approach: This research employs a normative-legal and institutional analysis methodology. Primary sources include legislation, government regulations, policy documents, strategic plans, and international guidelines (including EU acquis). The study evaluates institutional interactions, decision-making processes, enforcement mechanisms, and public participation, integrating both qualitative and comparative approaches to assess the system’s efficiency and capacity for reform.

Main Results and Implications: The findings indicate that while Georgia’s institutional framework for environmental protection has improved significantly over the past decade, challenges remain. Key weaknesses include limited inter-agency coordination, insufficient monitoring and enforcement capacity, and low levels of public engagement. The study highlights areas where reforms and policy adjustments are needed to strengthen institutional effectiveness. These insights are relevant for policymakers, environmental authorities, and international partners supporting Georgia’s environmental governance and sustainable development goals.
